Government Links for Virginia
The government of the Commonwealth of Virginia is established by the Virginia
Constitution, providing for three separate but equal branches of government: the
Executive branch, the Legislative branch, and the Judicial branch. This
structure is modeled after the governmental system established for our Federal
government in the United States Constitution.
Together, these three branches of government make, interpret, and execute the
laws that govern the state. Each branch of government also constitutes a
cornerstone of the “checks and balance” system, ensuring that the powers
exercised both collectively and individually are ultimately held accountable to
the citizens of the Commonwealth.
The 95 counties and the 39 independent cities all have their own
governments, usually a county board of supervisors or city council which choose
a city manager or county administrator to serve as a professional, non-political
chief administrator under the council-manager form of government. There are
exceptions, notably Richmond, Virginia, which has a popularly-elected Mayor who
serves as chief executive separate from the city council.

The Declaration of
Independence, adopted by the 2nd Continental Congress
on July 4, 1776 states: "... We hold these
truths to be self-evident, that all men are
created equal; that they are endowed by their
creator with certain inalienable rights; that
among these are life, liberty, and the
pursuit of happiness; that to secure these
rights governments are instituted among men
deriving their just powers from the consent
of the governed..." This is an excerpt from the
world's most memorable statement of political
